Tools for assessing the current situation

There are many tools for addressing different elements of the situational analysis (water resources, service levels, service delivery models and assets, service provider performance, strength of the WASH system, expenditure) related to different sub-sectors (water, sanitation and hygiene, institutional WASH). The table below presents an overview with links to some of these tools.

Below the table, each of the tools is explained in a bit more detail, and (where available) a link is provided to (more information on) the tool.

Climate change assessment

A global tool that provides instant climate risk summary reports for any site in the world. This is based on multiple global climate change models. Recommend to use Emission scenario RCP 4.5 and time horizon to 2040.For assessing: climate change.

IWRM and WASH toolkit
A guideline how to do water resource assessments with a focus on WASH. Toolkit consists of guidance of six step process, complete with tools and workflow.

GIS tools
GIS tools are useful for mapping water resources, as well as service delivery models and assets. Overlaying population and asset data can provide insights into service levels, especially in terms of locations of unserved populations. There are various GIS systems are available. A useful free and open-Source Geographic Information System is QGIS.

RIDA analysis
RIDA (water resources, infrastructure, demand and access) is not a tool in the true sense, but rather an analytical framework that helps to structure water-related information logically and transparently. This framework can be helpful for structuring data and information in the assessment phase, but also in the strategic planning phase.

Standard mWater Household survey
Household surveys are useful tools for assessing WASH service levels. mWater has compiled a number of indicators with standard questions which can be included in household and institutional surveys, for assessing service levels as per JMP standards. These can be customised as per the local context.

WaterAid toolkit on equality, non-discrimination and inclusion in WASH
This resource provides practical guidance and support on reducing inequalities in programmes and advocacy work. It introduces the most important equality, non-discrimination and inclusion principles and follows them up with practical activities, tools and checklists.

Faecal Waste Flow Calculator
This fast and simple-to-use tool offers an easily understood representation of the volumes of faecal waste safely dealt with in a city, at each stage of the sanitation chain and also a scorecard analysis of other more qualitative data on governance and enabling factors.

SHIT FLOW diagram tool
An excreta flow diagram (also often described as shit flow diagram, SFD) is a tool to readily understand and communicate how excreta physically flows through a city or town.

Sanitation Supply and Demand Tool
With the help of this tool a rapid assessment can be done to understand current and potential future supply and demand for sanitation products and services.

Water asset inventory
Data on water assets can be collected using paper-based data collection, with data recording and storage in spreadsheets (like MS Excel) or database structures (like MS Access). However, increasingly asset data is collected and managed using mobile-phone technology.

UNICEF's sustainability check tool
This tool builds on the lessons learned from the implementation of sustainability checks in over 34 countries over the last 10 years and aims to expand the scope to the entire sector rather than conducting programme-based sustainability checks.

Standard mWater Institutional WASH survey questions
Institutional WASH surveys are useful tools for assessing WASH service levels and service provider performance in schools and health care facilities. mWater has compiled a number of indicators, with standard questions which can be included in household and institutional surveys, for assessing service levels as per JMP standards. These can be customised as per the local context.

WASH systems building block analysis tool
IRC has developed an Excel-based tool as a quick and easy method for assessing the functioning of the building blocks of the WASH system at national and district level. Each building block is assessed by scoring statements with a score of 1-5 (with 1 standing for non-existent/very weak, and 5 meaning fully compliant/very strong). Ideally, this is combined with a root-cause analysis, which helps to discover the underlying root-causes for low scoring, weak performing building blocks, which need to be addressed in the district WASH master plan.

WASH expenditure tracking and funding gap analysis tool and guidelines
IRC has developed a framework, guidelines and tools for assessing and monitoring expenditure on WASH at district level.
