Abstract | This paper explores cost recovery in piped water supply in poor neighbourhoods, based on experiences in the eight focus projects of the Business Partners for Development (BPD) Water and Sanitation Cluster. The focus projects, located in seven countries (Argentina, Bolivia, Colombia, Haiti, Indonesia, Senegal and South Africa), are examples of partnerships between the private sector, the public sector and civil society. The paper examines attitudes of project partners towards cost recovery, cost recovery goals and whether they have been achieved, strategies for achieving and improving cost recovery (especially related to service options, communication with the community, revenue collection and charging polices), and the role of public-private partnerships. |
