Abstract

The Lesotho Highlands Water Project (LHWP) is the most massive infrastructure project ever constructed at the African continent. It involves six large dams, of which two are already completed: the Katse and the Muela Dam. Construction of the third dam, Mohale, is well underway. This paper focuses on the current situation of the people living in the areas and describes the outcome of the efforts taken to prevent them from becoming victims of this large project. LHWP has been called a 'best practice'. Hoover shows that in practice the production of resettlement plans and the satisfactory implementation of compensation and rural development programs have been dangerously delayed.
