Abstract | Description of the development of Lao's water and sanitation sector strategy. The process was based on participation on all levels meaning a number of key transitions and learning experience for all involved. A number of key lessons learned have emerged and are listed in the report. They are on resourcing, ownership, capacity building, output, learning, second tier support and some pitfalls. The report also describes the stages of the step by step process, started in 1994 and spanning 30 months to develop the sector strategy and framework action plan. It concludes with the next steps in the evolving process of change, the scaling up and better tailoring of sectoral investment. |
