Abstract | After distinguishing four types of conservation-oriented water rates (uniform commodity rates, flat seasonal rates, inverted-block rates, and excess-use rates), the article reviews three US utilities that have used three of these rates. The article suggests measures (gradual implementation, basing rates on cost-of-service, public involvement and education) to achieve public acceptance which it considers to be the most important factor in determining the success of a conservation-oriented rate. |
