At the same time there is a decentralisation of responsibilities for water and sanitation to the municipal level. What are the challenges with funding both at national and at decentralised level? What are the limited available public resources being used for? What are the steps that are being taken to increase domestic resources (public funding) for the water and sanitation sector.
