Abstract

The objectives for the Geneva Workshop were sustainability, effective use, and replicability. The realization, during the 1980s, that effective development was dependent on community participation brought with it the realization of a need for consistency, changes in the manner of government interactions, feedback on all levels, and many other new approaches. Capacity building within the community and also on the higher levels of administration were seen as necessary to accomplish these given objectives. Monitoring and evaluation programmes are outlined in the Workshop report with respect to these objectives. Ways to increase women's participation are also discussed and evaluated. Case studies from Kenya and Tanzania are presented in the report. Techniques for working with illiterate populations, such as a "pocket chart", i.e., a vertical cloth sheet with pictures on the pockets representing voter's choices, microscopes with slides of pathogenic microorganisms, and other useful visual tools are briefly discussed.
