| Abstract | Master plans are owned by our local government partners and guide our district work. Each one contains a statement of a shared vision and political commitment. They describe the current state of provision of services, highlight the gaps, and outline how to fill those gaps to achieve the vision of everyone being served with water and sanitation by 2030.
