Abstract

This guide deals with the merits of public sector water and sanitation systems in developing countries. Drawing on a wide range of empirical evidence, it shows that the World Bank's favoured option of privatising water through Public-Private Partnerships, has encountered a number of problems, especially in delivering water to the poor. The booklet contrasts this with the many cases where the public sector has run efficient water and sanitation systems in developing countries, and discusses the financial and capacity-building options available to support this.
