Abstract | The proceedings are presented in three parts: part one, entitled "The Delft Agenda" provides recommendations for capacity building in the areas of water and environment in Sub-Saharan Africa. The recommendations deal with three general areas of concern: policy development and regulatory frameworks, managerial structures, and community participation, education, training and research. The corresponding background paper is included here as well. The second part consists of the nine keynote presentations. The third part is made up of eight technical contributions, dealing with general issues and two specific case studies: the Tana River Delta in Kenya and the Lake Chad Basin. |
