Abstract

This paper is based almost exclusively on literature and documentation reviews of the nineties. It was written with the long-term goal of making a contribution to economically, socially and environmentally sustainable development with a focus on the development of a peri-urban water and waste management infrastructure. The immediate objective of Hukka's study is to define a hypothetical and conceptual future model for the institutions responsible for the management task of such an infrastructure. With this in mind, the author hopes to generate action for feasible and desirable development programmes that would improve the environment and living conditions of the poor. It is also hoped that such action will instigate the subsequent commitment to implement them. The paper contains many figures, tables and graphs with reference to population, housing, water supply, sanitation, etc. It also includes references to Chapter 18 in Agenda 21 regarding water and sustainable urban development, and an extensive bibliography.
