Abstract

This study concentrates on the sustainability of donor-assisted rural water supply and sanitation projects. It identifies four classes of sustainability, according to the benefits sustained, and looks at factors influencing sustainability such as institutions, development processes, technology, environment, population, socio-economic and political factors, as well as management and issues related to donors. The document uses case studies based on the experiences of a USAID-funded project in Lesotho and various CARE-assisted projects in Indonesia. These are used to test the guidelines for measuring and evaluating sustainability. This study is aimed at people involved with donor-assisted water supply and sanitation projects, as well as project designers and managers, to ensure that project benefits will be sustained.
