Abstract

This CD-ROM contains successes and constraints based on experiences in Morocco and Yemen and recommendations for potential use and obstacles in using SEPO/SWAP. The method has been described as working tool for self-evaluation, joint situation analysis, initiative raising, project piloting to promote self-help and to enhance autonomy. It originated through an analysis of enterprises based on the opinions of employees regarding the strengths and weaknesses of their own work. The use of the tool enhances the efficiency and impact of agricultural research and extension. It is part of the tool-box "Working instruments for Planning, Evaluation, Monitoring and Transference into Action (PEMT) published by the Swiss Agency for Development and Cooperation (SDC) in collaboration with KEK/CDC Consultants. The procedure has first been elaborated in a French context. The tool relates past successes and failures with future potentials and obstacles in development. The project introduced and tested the SEPO/SWAP method to GTZ-supported agricultural research projects. In 1994 activities started in Yemen and Morocco. SEPO/SWAP is a participatory method for joint situation analysis, discussion and awareness-building, project planning and evaluation. Setting-up of partnerships between farmers and researchers was to be facilitated by the use of the method. At the same time, on a more general level the conditions leading to success or failure of the introduction of "bottom-up" methods were to be revealed and analyzed, so that using them in future projects could become more effective.
