Abstract

This guidebook introduces rural and small water and wastewater systems in the United States to the key areas of effectively managed systems. It provides background information on ten key management areas, as well as instruction and assistance on how to conduct a system assessment process based on the key management areas.

The ten key management areas defined by the guidebook are:

  • product quality
  • customer satisfaction
  • employee & leadership development
  • operational optimization
  • financial viability
  • infrastructure stability
  • operational resiliency
  • community sustainability & economic development
  • water resource adequacy
  • stakeholder understanding & support

The guidebook includes appendices with worksheets for self assessment and self management improves, as well as an extensive list of resources.
