Abstract

To complement its 2011 review of policy documents , in 2012 Triple-S undertook a review of documents that reflect policy 'in action', such as final project reports and evaluations, from nine major WASH donors and NGOs. Qualitative Document Analysis (QDA), the method used, enables rigorous and reliable analysis through identifying the presence or absence of particular themes or issues. Results from the first round of analysis, which focused on the pre-Triple-S period of 2008/2009, indicate the relative stress placed on the different building blocks for establishing sustainable service delivery in donor and NGO practices. The analysis also gives some sense of the discrepancies between policy and practice.
