Abstract | Report of the final evaluation of the Partnership for Africa’s Water Development (PAWD) programme. PAWD was to support five African countries to manage their water resources in a sustainable manner in order to contribute to poverty reduction, human well-being and the protection of natural resources. The report is divided into seven sections. Section One provides an introduction to the evaluation assignment. Section Two examines the PAWD’s operating context and concludes with a program description. Section Three assesses PAWD’s relevance to the situation outlined in Section Two as well as to relevant CIDA policy goals. Section Four looks at results achieved by PAWD between 2004 and 2008, and its handling of program constraints and enablers. Section Five examines PAWD management: work planning and management routines, and performance measurement and reporting aspects. Section Six looks forward to examine the sustainability of the IWRM processes initiated by PAWD and the resilience and relevance of the multi-stakeholder platforms. Section Seven winds up with an overarching statement of conclusion. Individual country findings reports are attached in Appendix V. |
