Abstract

Describes the concept of Primary Environmental Care - a process by which local groups or communities organize themselves with varying degrees of outside support so as to apply their skills and knowledge to the care of natural resources; and environment while satisfying livelihood needs. The focus is on combining ecological sustainability with meeting the livelihood needs of poorer groups. Primary Environmental Care sets out to provide a clear set of conditions and methods required to move the emphasis of assistance both from the large to the small scale and from dependency to self-development. It can be defined as a process by which local groups or communities organize themselves with varying degrees of outside support. The main elements include: a. the meeting of basic livelihood needs; b. the protection and optimal use of the environment and natural resources; and c. the empowering of groups and communities for self-development.
