Abstract

This paper presents the results of a pre-evaluation survey carried out between December and March, 1995, in Bhutan, concentrating on rural water supply schemes, and the smokeless stoves and latrines programme. Specifically it reports on the following aspects; namely, sample size and sex of respondents, the impact of rural water supply by distinguishing it from the situation prevailing in non-project areas, profile and inventory status of the water supply schemes, the impact of the smokeless stoves and household latrines programme, and community organizations and institutions related to the water and sanitation programme. Also included are the findings from field visits, made from May to June, 1995, by the Joint Evaluation Team to confirm "on-the-ground" achievements and weaknesses, to collect additional evidence of the technical or socio-economic impact of the project, to verify data, and to obtain the views of staff at the district and village level about the project and also those of villagers. In general, the visits were to provide more qualitative evidence about users and their needs to supplement the quantitative survey information and one section deals specifically with the involvement of women. The paper includes many detailed tables and charts.
