Abstract

This toolkit aims to support WaterAid's country strategy and programme development as well as 'everyday' decision making by providing a structured approach for analysing how change happens; from the national to the local level. It consists of four different tools, which are complementary, but can also be used separately as a stand-alone exercise. Each tool includes facilitation guidance, a set of core questions and discussion points, and participatory exercises to help visualise the political economy features being analysed.

The four tools are:

  1. Country Strategy Tool, which aims to build on existing knowledge of political and economic context at the country level, and to produce a structured analysis of how these factors interact with WaterAid's objectives.
  2. Sector Strategy Tool, which is centred on the challenge of achieving universal access in individual sectors
  3. Tactical Tool, which focuses on specific issues and changes, and the specific tactics that can be used to achieve these changes.
  4. Everyday Tool, which is a 'stripped-back political analysis framework' that aims to help frontline staff understand the changing political context and make politically informed decisions on a day-to-day basis.
