Abstract

During 2003, UNICEF/Nepal, with the support of both EHP and The World Bank, successfully completed the first phase of the Nepal Handwashing with Soap Initiative. In this review of the planning stage, all steps defined for the implementation of phase 1 are presented, from the request for proposals for research firms, the selection of a qualified research firm, securing the interest of leading soap manufacturers, formative and baseline research, draft marketing strategy, to the the selection of an advertising agency.
According to the Nepal 2001 Demographic and Health Survey, an estimated 28,000 children die in Nepal each year due to diarrheal diseases. The objective of this initiative is to reduce morbidity and mortality among children under five in Nepal through a coordinated communication campaign, promoting proper handwashing with soap in order to prevent diarrhoeal diseases. The mortality rate among children under five is now 91 deaths per 1000 live births, and morbidity rates for diarrhoea among children under five is 11.7 %.
During phase-two of the campaign, January - May 2004, UNICEF will complete the creative design, production, and distribution of the campaign materials, formalise commitments from the private sector and other key stakeholders, and launch the campaign with the assistance of an advisory committee and with HDI technical assistance.

Public or private sector organisations interested in initiating a PPP in their country are free to use these planning tools and/or to adapt them. More information on PPP initiatives
