The country teams participating in the Sustainable Sanitation and Hygiene for All programme developed a monitoring framework which enabled comparison across the region. These guidelines reflect on the experiences and a minimum set of shared indicators which are necessary to allow for cross-country comparisons.
The guidelines consist of two parts:

The performance monitoring framework should contain a mix of quantitative output and quantitative outcome indicators (quantified qualitative process indicators that measure changes in behaviour and practices and improved or enhanced capacity) as well as impact indicators.
