Abstract

The aim of this policy is to support the implementation of India's National Urban Sanitation Policy 2008 at state level for Odisha. Following a situational analysis, the document outlines the 5 main policy goals to be achieved over the period 2011-2017:

  • increasing awareness and instilling sustained behaviour change
  • achieving open defecation free cities
  • enabling integrated city-wide sanitation
  • ensuring 100% sanitary, safe treatment and disposal
  • proper operation & maintenance of all sanitary installations

This followed by short sections on institutional mechanisms, planning and financing, incentives for urban local bodies (ULBs), implementation, reaching the un-served population and urban poor, provision for migrants and the floating population, and behaviour change communication.
