Abstract

The key objective of this policy document is to set the context, priorities and direction for states and cities in India on faecal sludge and septage management (FSSM) for on-site sanitation. The document first identifies the need for FSSM and current gaps and issues in urban sanitation. This is followed by the objectives and scope of the FSSM policy within the legislative and regulatory context. The remainder of the document focuses more on the practical implementation of the policy, covering roles and responsibilities, technical options, financing, monitoring and evaluation, capacity building and training, and expected outcomes.
