Abstract

Heavy pollution in the major surface-water source and brackish groundwater have created a major problem for poor communities in North Jakarta to obtain clean water. Potable water must be purchased; resulting in economic shortages, and poor health and environmental conditions. The Indonesian government instituted a public hydrant (HU) and water terminal (TA) program in 1989 to alleviate the approaching crisis. A monitioring and evaluation program was begun as early as six months after the inception of the 1989 program. The individual units inspected ranged from well-maintained to non-functional, and the water quality varied from acceptable to non-potable. In some areas, the community still preferred to purchase more expensive poorer quality water from a water vendor. Unit caretakers, chosen by the local community, often made their own modifications. A need for improved consumer and caretaker education and price stabilization was uncovered.
