Abstract

Papers presented and discussed at the IDPAD Seminar Managing water scarcity : experiences and prospects, held in Amersfoort, The Netherlands in October 1997 and revised and updated based on the discussions and editorial comments. The papers have been divided into four broad sections. The first group describes the nature and causes of water scarcity and conflict in selected systems across India. Focus is on overexploitation, extensive pollution of water sources, and the resultant conflicts. The second group of papers describes non-governmental, community-based initiatives to overcome water shortages due to droughts and to promote equitable sharing of water and public action to prevent and mitigate the effects of pollution. The third group deals with the working of laws, regulations, and institutions in managing water and resolving water conflicts in the international context mainly in Europe. The fourth section comprises of two papers on gender and women's participation. The introduction includes a summary of discussions divided in sections on integrated planning and management and future directions.
