Abstract

This briefing note aims at acquainting government agencies, donors, civil society organisations and community members with the process and approaches of localising the millennium development goals (LMDG) with special reference to water and sanitation sector. The paper further highlights the need to strengthen district local government capacity in delivering water, sanitation and hygiene (WASH) services that reach the poor and marginalised communities. Drawing from WaterAid in Uganda’s experience in LMDG, the paper concludes that, for Uganda to attain her MDGs targets by 2015, area specific (localised) targets and plans should be in place and adequately financed in order to bridge the service delivery gaps. A processes where district local governments have a pivotal role to play since they are in the best position to identify the development needs and priorities of communities. [authors abstract]
