Abstract

This discussion paper was prepared as a basis for the cooperation between Kenya and Finland. It is based on a literature and documentation review, as well as on informal discussions with water professionals. A synthesis of the different parameters has to be considered: scarce water resources, lack of infrastructure, weak maintenance of the existing insufficient resources, population growth, difficulties in the fulfillment of the development plan for 1989-1993, as well as the need for a cost recovery system and a joint effort of the government and the beneficiaries. The financing of investments, operation and maintenance, and specific aspects of the development and management of water supply are analyzed. Proposals and recommendations on national and district level regarding investments, methodologies to be applied, and the role of various organizations are presented for external support agencies, in particular to the Finnish International Development Agency (FINNIDA). Tables and figures illustrate the data.
