Abstract

This article reviews international collaboration in the water supply and sanitation sector since the proclamation of the International Drinking Water Supply and Sanitation Decade in 1981. International meetings of the Collaborative Council of External Support Agencies were held in Koenigswinter (1984), Paris (1985), Interlaken (1987), The Hague (1988) and in New Delhi (1990). At the New Delhi "Safe Water 2000" conference, the Council transformed itself into a partnership between the donors and senior water-sector professionals in developing countries. The transformation was reflected in the Council's new name: the Water Supply and Sanitation Collaborative Council (WSSCC). At the first global forum of the WSSCC in Oslo in 1991 seven working groups were established on: country-level collaboration, operation and maintenance, urbanization, applied research, communication and advocacy, information management, and gender issues. The WSSCC secretariat is located in Geneva at the headquarters of the World Health Organization (WHO).
