| Abstract | This report is an attempt to address the issue of sustainability of water and sanitation projects from the viewpoint of community management. In the past, the sector has mainly focused on technical solutions. The document raises questions, and tries to provide answers, about the level of support that communities must have if they are to use new facilities, and to operate and maintain them effectively. It is suggested that in order to involve all the government and national decision makers who provide support over the longer term to make the sector viable, the gap between institutional development (or strengthening) and community management needs to be bridged. |
