Abstract | Report of an external evaluation of the SIDA supported Health through Sanitation and Water (HESAWA) programme in Tanzania, conducted between May and September 1992. The overall aim of the HESAWA programme is to improve the welfare of the rural population through improved health education, environmental sanitation, drinking water supply, community participation, and capability and capacity building at village and district level. Improvements were found in the potential for reduction of diseases and the achievement of general health and hygiene improvement; increased capabilities at regional, district, and village level to deal with all aspects of the programme; and progress in transferring responsibilities to district level. In general the programme is reviewed as positive, but there are doubts about the sustainability and the extent of community participation. Recommendations for the next programme period include strengthening of the operation and maintenance where the private sector could play a role in providing spare parts; improving the sustainability of the programme by embedding it more firmly in existing government structures; strengthening management capabilities; developing monitoring and evaluation systems; and further development of the human resources development component. |
