Abstract

The paper describes the Kampung Improvement Programme in Surabaya where the city government worked with low-income communities to identify their needs and priorities. Improvements included roads and footpaths, drains, water supply, sanitary facilities and improved solid waste management. Background to the programme is given along with a description of government and community partnerships which developed. A future direction for such projects is also suggested.
