Abstract

This paper examines the complex politics underpinning joint management of natural resources such as forests and water in India. It assesses interaction between the political and administrative wings of government and the influence of semi-autonomous actors such as donors, NGOs and academics. It also identifies the potential for and route towards more, if gradual, decentralization in the future.
