Abstract

This report of the World Economic Forum's Global Governance Initiative assesses progress in 2003 towards achieving the Millennium Development Goals (MDGs) for peace and security (3), poverty (4), hunger (3), education (3), health (4), environmental protection (3), and human rights (3). The numbers in brackets are the scores, from a zero to 10 scale, given by a group of experts to progress achieved in 2003. The assessment for each group is backed by an explanatory narrative that describes trends and initiatives and spotlights dramatic successes and failures. The assessment shows that in no case global efforts merit even
a 5, which is given if the world did roughly half of what it should have done in 2003 if it were serious about achieving the goal. The environment MDGs include halving the proportions of people without access to water and sanitation by 2015.
