Abstract

Examines the evolution of the World Bank's strategy for integrating gender issues in its lending across sectors and reviews the outcomes achieved so far. This report examines the evolution of the World Bank's strategy for integrating gender issues in its lending across sectors and reviews the results achieved so far. It traces the history of Bank thought and actions on these issues through archives, published documents, and interviews. The study describes the characteristics of 615 projects with some gender-related action, discusses implementation experience for 60 of these projects, and assesses the outcomes for completed projects. The author does not attempt to measure the impact of Bank lending on women. The study finds that after extended debate and experimentation, many of the prerequisites for a full integration of gender issues in Bank lending are now in place. A formal policy directive on gender was issued in 1994 to provide a sound framework for the Bank's gender initiatives.
