Abstract

This report reviews the implementation of the Action Programme of the March 1994 Ministerial Conference on Drinking Water and Environmental Sanitation. It is based on questionnaires returned by 25 developing countries, supported by technical visits and interviews in 11 countries (Senegal, Poland, Uzbekistan, Tanzania, Indonesia, Namibia, Philippines, China, Mexico, Brazil, and Jordan). The evaluation of progress achieved was based on the following indicators: public awareness and social mobilization; partnership approaches; water resources management; monitoring systems; introduction of cost recovery; and pricing policies. Although the review found that the Ministerial Conference had a clear influence on government policy, it notes that the overall status of water supply and sanitation in developing countries remains critical. The report recommends that countries give more priority to sanitation services and focus on social, environmental, institutional, financial and technical sustainability of water supply and sanitation.
