Abstract

This study was carried out for the Eritrean Rural Water snd Environmental Sanitation Programme and UNICEF. The aim was to analyse conditions relating to hygiene and environmental sanitation in rural areas and identify effective and feasible strategies for improvivng hygiene practices and for increasing coverage of sanitation facilities. Focus of the report is on building capacities, identifying strategies which might be tried out and providing a framework which may be adapted and improved in the future. Through visits to villages and a review of literature, an attempt was made to examine key features of water, hygiene and sanitation situations as well as potentials. Approaches and plans were discussed with personnel from more than 20 governmental agencies and institutions. A priority list was made of hygiene and sanitation practices. As part of the development of possible programming strategies, two models of change were adapted to situations in Eritrea. Special consideration is given to operation and maintenance of existing water facilities and service to very under-served areas.
