Abstract

Three communes in the prefecture of Byumba; Murambi, Muhura and Citi, were chosen for the implementation of a rural water supply project by CARE. The project is a pilot project in CARE's program to develop water supply projects founded upon strong community participation and self-management. It was found that overall, the design and approach were functioning effectively, but that much of the effectiveness was attributed to the availability of resources and the personal and professional attributes of the coordinator. Several 'tension points' discussed included the compensation of committee members, fee determination and the handling of non-payment of fees. Consumers had a clear sense of ownership and responsibility, and cited time savings, improved health, cleaner clothes and better-tasting drinks as direct benefits of the system. Recommendations are given for the improvement of the project staff, the community management system, and the government rural water activities. Solved problems and 'false starts' are analyzed in terms of the experience gained.
