Abstract

Report on the East African Water Resources Seminar in Entebbe, Uganda, May 1993. The Seminar discussed the status, problems and opportunities of water resources development and management in the East African region using country reports prepared by Kenya, Tanzania, and Uganda. In the analysis, four major problem areas were identified: water resource variability; water quality degradation; impact of human activities; competing water demands. The Seminar proposed recommendations for action in six broad areas: roles and functions of different management levels (adoption of national water resources policies, decentralisation, participation at all levels); cross-sectoral integration mechanisms and guidelines; economic analysis, pricing and charging; legal and planning framework for water resources management; water resources assessment, monitoring and information management; capacity building at all levels.
