Abstract | This paper reviews experience to date in the states of Andhra Pradesh, Madhya Pradesh and Orissa in putting the 1994 watershed Guidelines of India's Ministry of Rural Areas and Employment (MoRAE) into practice. The Guidelines for microwatershed rehabilitation envisage a high degree of participation and local autonomy in the design and implementation of rehabilitation. The paper highlights the lack of capacity at the state, project and community levels to properly implement the guidelines. |
