Abstract | The objective of this guidet is to support governments and WASH sector experts in promoting and facilitating the development of WASH finance strategies. The primary target audience are senior officials in developing and transition countries who are responsible for the development of the WASH sector (including planners in WASH-related minis tries, ministries of finance, regulators and utilities), representatives of civil society organizations, and experts from technical and financial development partners interested in supporting the development of a WASH finance strategy. The guide is divided into three parts. Part I presents the concept of a WASH finance strategy. It discusses what a WASH finance strategy is – both as a document and as a process – why develop it, what is required to develop it and when to develop it. Part II discusses the process of developing a WASH finance strategy. It describes the initial phase of conceptual development and preparatory work, the middle phase of analytical work and policy dialogue, and the final phase of supporting implementation. Part III discusses the contents that would be included in a WASH finance strategy document. It identifies four sections: (i) objectives and context, (ii) the finance gap, (iii) closing the finance gap, and (iv) recommended policy package and implementation arrangements.
