Abstract

With support from IRC Uganda, the Civil Society Budget Advocacy Group (CSBAG) undertook an analysis of the performance of grants under the Uganda WASH sector in financial year (FY) 2018/19, with the aim of generating evidence to inform WASH sector review process and budgeting for FY 2020/21. Expenditure performance was analysed at national and local government level. Analysis of the budget for FY 2020/21 revealed that higher targets had been set, while funding was reduced. Based on the funding trends, CSBAG and IRC Uganda provide recommendations on increased funding levels, a focus on outcomes instead of outputs and on WASH in schools, and consistency between the budget and expenditure figures. An annex provides performance and overview indicators for FY 2015/16 to FY 2018/19 for water supply, sanitation and hygiene, water for production, and water resources management.
