Abstract | With support from IRC Uganda, the Civil Society Budget Advocacy Group (CSBAG) undertook an analysis of the performance of grants under the Uganda WASH sector in financial year (FY) 2018/19, with the aim of generating evidence to inform WASH sector review process and budgeting for FY 2020/21. Expenditure performance was analysed at national and local government level. Analysis of the budget for FY 2020/21 revealed that higher targets had been set, while funding was reduced. Based on the funding trends, CSBAG and IRC Uganda provide recommendations on increased funding levels, a focus on outcomes instead of outputs and on WASH in schools, and consistency between the budget and expenditure figures. An annex provides performance and overview indicators for FY 2015/16 to FY 2018/19 for water supply, sanitation and hygiene, water for production, and water resources management. |
