Abstract

The film describes a plan for building fresh water facilities. Implementation of the plan meant that all the available funds from the government were required as well as from the population themselves. To get the population involved the government used a bottom up approach. In this way the community could decide what they thought was important. Based on the community's opinions the government initiated the work. According to the plan the community was expected to use clean water efficiently and to contribute towards the costs of operation and maintenance. Through this approach a sense of the water supply facilities belonging to the community could be strenghtened to help to ensure a continuous service in the long term. There is also a short interview in this film with Michael Seager, ex-IRC project officier of the Public Standposts Water Supplies (PSWS) project.
