Abstract

This article examines how mid-sized and small utilities in the United States know about capacity development and what they need in order to comply with the requirements of the 1996 Safe Drinking Water Act (SDWA). It suggests ways for states, agencies and water systems to work together to develop and implement capacity development plans in terms of financing, training and education, assessment. Examples of co-operative arrangements between water systems are mentioned.
