The Conrad N. Hilton Foundation and IRC share a belief in strengthening in-country institutions and capacities of service providers and government authorities at all levels, from district to national. This is key to achieving the United Nation's Sustainable Development Goal 6: ensure access to water and sanitation for all.
The Conrad N. Hilton Foundation is supporting IRC to strengthen governance systems of district-based programs and play the role of a change hub to support achieving safe, affordable and reliable water across six countries Burkina Faso, Ethiopia, Ghana, Mali, Niger and Uganda. IRC focuses on building the capacity of local authorities and partners to develop and implement district WASH master plans for their sectorial development and improve the impact and sustainability of the WASH infrastructure. IRC's "hub" role includes bringing partners in a district together, supporting multi-stakeholder change processes on policy, financing and monitoring, convening and facilitation, knowledge management, communications, and capacity building.

The work in districts is based on collective action led by government, both political and technocratic, bringing together the private sector, civil society, civil servants, political leaders and traditional leaders. We have dedicated ourselves to supporting and implementing these plans in the next few years through our role as a hub for change.The particular highlight of 2018 was the development and launch of master plans for universal water, sanitation and hygiene (WASH) service provision by two of our partner districts in Burkina Faso and Ghana, followed by a master plan in Uganda in 2019. Each plan represents the first time that local authorities have committed to the aim of achieving universal access by 2030. They are the result of a process of strong political leadership and collective action by a broad coalition in each district. Through the Conrad N. Hilton Foundation`s Safe Water Strategy, we collaborate with several organisations focusing their activities in districts, such as Aquaya, Water4, World Vision, WSUP, Water.org and many more.
