SMARTerWASH a multi-partner joint initiative to ensure monitoring information is effectively used to keep water and sanitation services working.

In SMARTerWASH Mobile Monitoring for Rural Water and Sanitation Services that Last IRC partnered with Akvo and Skyfox to provide Technical Assistance to the Community Water and Sanitation Agency (CWSA) to improve the ICT infrastructure in order to refine and scale up service monitoring indicators and tools for the rural water subsector of Ghana. The initiative has led to the upgrading of the rural water monitoring system (DIMES), and the establishment of interoperability with the Akvo FLOW web-based system which has created a database of water facilities and their service levels in 131 districts in Ghana. The analysis has informed the nation on the state of rural and peri-urban water services.

The DGIS PPP SMARTerWASH was a joint initiative (Public Private Partnership) with matching funds from the RVO (Rijksdienst voor Ondernemend Nederland) of the Government of the Netherlands. 

Three smart components were operationalised:

  • The District Monitoring and Evaluation System (DiMES) to analyse and collect data against sector guidelines
  • Akvo FLOW to collect data using mobile phones and visualise it online
  • SkyFox SMS to help communities report problems, order spare parts, and access financing
