Rutger joined IRC in September 2006 as section head of the information and communications team. He developed IRC's first Monitoring Protocol. For five years he was the Project Coordinator of the WASHCost Project. After that Rutger took up the role of Chief Operations Officer as part of the IRC management team and now he has been appointed as Chief Financial Officer.
Rutger has a bachelor's degree in International Land and Water Management, with a final thesis on Human Waste Disposal in Refugee Settlements. He has over ten years of professional experience in humanitarian emergency assistance, working for international NGOs particularly in Mozambique, Tanzania, Sierra Leone, Ethiopia, Bangladesh, India and Sudan. Within these NGOs he has been in implementing, advising and managerial functions.
