Abstract

Decentralisation is an important development in the struggle against poverty. This process implies the transfer of decision making power to the local community and self-management of local services. Capacity building will then be needed to equip people to better face these new responsibilities.
Among local services which would benefit from the decentralisation process are safe water supply, management of solid waste collection and wastewater and other sanitation services. This video presents an innovative way in participative decision making and capacity building which took place in Kaya, Burkina Faso. Focus groups of all sections of the local community, such as women, the elderly, the young, technical personal etc.,
identified problems which hampered local services and worked out a strategic community
plan of action.
Centre Régional pour l?Eau Potable et l?Assainissiment à faible coût (CREPA), in cooperation with the municipality of Kaya, will support the water and sanitation projects which result from this action plan. Subsequently commercial backers or silent partners will be approached to finance the projects.
One successful outcome of this decentralized and participative management and decision making process is the provision of small solid waste collector carts which can be pulled by a donkey. They are a cheap and locally sustainable solution to the solid waste collection problems in Kaya.
