Abstract

This analysis is based on El Alto as it is the poorest section of the concession and a social movement developed here to challenge Aguas de Illimani. The paper outlines the make up of the company, identifies the key players involved in the debate over the concession’s success or failure and examines their interests.

•World Bank via IFC (see separate paper, appendix 13)

•Jorge Quiroga, who took over from Banzer as president, was linked to the consortium that owned Aguas de Illimani through his connections with the Mercantile Bank. Questions are raised in the paper about the extent to which these interests contributed to his opposition to the introduction of Law 2066

•Aguas de Illimani’s main concern into the next year period was their failure to meet projected profits during the first five years. This is blamed largely on over estimates of expected increases in consumption in the El Alto region. The support for new extensions via the cheaper condominial system and an emphasis on densification rather than new connections reflect a concern to cut costs in the light of the first five years.

•Other actors include the employees who are share holders of a small percent of the business shares and the water regulator. The role of SAMAPA, the remaining part of the original municipal company in charge of a section of the building and infra structure, is also described. This group is highly critical of the financial package negotiated by Aguas de Illimani suggesting that they have received the buildings and infra structure very cheaply with few requirements to invest for the future.

•The interests of HAM El Alto and various neighbourhood organisations and unions (COR/FEJUVE) are examined. The analysis suggests that there was general agreement among local organisations on the lack of support for the condominial system and the issue of low consumption rates is discussed from a user perspective

The paper outlines the methods of investment and discusses debates about metering, risk and environmental management issues and problems associated with the confidentiality of information about the concession and the company. This lack of transparency also feeds into a general culture of a lack of real consultation with users. (Author's abstract)
