Abstract

A case study of the peri-urban sector "El Jebe" in Barquisimento city, Venezuela. Since democratization started in the country, during the 60's, community participation has been institutionalized by government organizations and political parties. Both give priority to political needs above the people's real needs. Rural migration resulted in a tenfold growth of the city's population during the last 20 years. The provision of public services has been affected by political expedience and institutional inadequacies at a local level. Community initiatives through the "Junta de Vecinos" (Neighbours Group) rely on negotiating with the government and political parties to win help, especially at election time. The community usually shares the cost of skilled labour, provides unskilled labour, and sometimes even pays private contractors to design a project.
