Abstract

Includes case studies on Villa Bush, Central and Norte, Villa Mexico, Alto Cochabamba and Villa Brazilia, all of them peri-urban areas in Cochabamba, Bolivia. To be served by the SEMAPA Municipal Authority for Water and Sanitation, occupiers need to have a legal right to their plot/house. There are three ways in which the inhabitants of peri-urban areas obtain well water: i) self-help using funds from the state (50%), SEMAPA (25%) and through the community (25%); ii) individual initiatives through constructing their own systems or with the help of financing from external donors; and iii) purchasing expensive and contaminated water from water trucks. The municipal water authority has a fixed tariff for water consumption. Although community committees are the main driving forces for the construction of water supply systems, they do not appear to exercise a great deal of weight when negotiating on behalf of the community.
